THE MEETING
           One night the men of the LAPD Mobster Squad sat in the Villa Capri eating and drinking with the who's
who of the Hollywood elite.  They were there for a great a meal subsidized by taxpayer dollars, there was always
the off chance that they may actually spot a mobster.  The restaurant was packed as was the bar with celebrities
holding court, when in walks newly minted LA mobster Mike Rizzi.  Mike quickly made his way to the bar area
where he saw his trusted young friend Tony.  Mike and Tony both knew that the Mobster Squad was there, they
knew them all on site. The fact was that young Tony could spot a copper just by looking at their scuffed  
neglected shoes.
Mike needed a private booth or an out of the way table for an important meeting.  Young Tony had just the place
for Mike.  The Villa Capri had a private room usually reserved for men like Frank Sinatra, but Tony could put Mike
into the room. The Mobster Squad watched bitterly as LA Family Capo Jimmy Frattiano was escorted into the
room.
The next man to be escorted to room was Louie "The Diplomat" Dragna, who was then the LA Family Underboss.
The Mobster Squad knew that something big was going down, they would have given their paychecks to be a fly
on the wall in that room.  Then a strange thing happened a fourth man arrived who was not an LA Family member
in fact he was not even Italian.  The next man was a Jewish mobster aligned with Mickey Cohen, it was Happy
Meltzer. They could not fathom what was going on inside the room.
The men inside were deciding the direction that the LA Underworld would take for the next few years. Louie
Dragna was the next in line to be boss of the LA Family while Dominic Brooklier was away in prison.  The problem
was that Louie Dragna had no desire for the job, not when he was raking in millions with his garment district
business Roberta.  The solution was to make Jimmy Frattiano acting boss and to up the newly inducted Mike Rizzi
to Capo.  The reason for Happy Meltzer presence? Happy Meltzer was a Mickey Cohen solider, but he also ran
the Union's that controlled the LA garment district.  Happy Meltzer was alway ready to work with the LA Family.
So while Frattiano became boss, Mike Rizzi became Capo, Louie Dragna stayed Underboss and added to his
millions by using Happy Meltzers juice with the Unions to increase his position in the garment district.  Young Tony
had no idea at the time that he had changed the course of the LA Underworld.  That would only become evident
years later when he would look back at the events.  The LAPD would also never forget that night or what young
Tony had done to their stakeout.
